Policy of Decision-Making in the Regulation of the Pharmaceutical Industry in Russia (Case: Additional Mark of Goods "Honest Sign")

This paper examines the specifics of decisions made in the regulation of the pharmaceutical industry in the Russian Federation on the example of the case of additional labeling "Honest mark". The work is aimed at increasing new knowledge in the field of the configuration of veto players and their behavioral characteristics in terms of the mechanism of policy formation. In particular, the paper considers in detail such an institutional veto player as the Government of the Russian Federation. Particular attention was paid to the practice of creating bylaws, since in the context of "framework laws", typical for the Russian Federation, Bylaw law-making is a key part of regulation.
