Transformational Processes of Cadastral Valuation of Real Estate

The issues of cadastral value determination concern directly all owners of capital construction objects and land plots. Cadastral value is the basis of real estate tax. An overstatement or understatement of cadastral value may result in an overstatement or understatement of the tax. That is why the issues of the most precise determination of this value are the most pressing today. When revaluating the cadastral value of capital construction objects and land plots, a number of problems arise that need to be solved by improving the mechanism of cadastral evaluation. First of all, the question of correspondence between cadastral and market values of real estate objects arises. Taking into account the scale of coverage of the territory, this is the year. Perm and Perm Krai, deadlines for work and financing arise errors in determining cadastral value by mass valuation methods. One of the most important aspects in determining the cadastre value by mass valuation methods is the accuracy of selection of information, analogues for making calculations, as well as availability of information for users, i.e. owners of land plots and capital construction objects. For the decision of the given problem perfection of the mechanism of a cadastral estimation, namely use of the correct information and analogues at carrying out of calculations is required. As a result of the work performed, reports on determining cadastral value of capital construction objects and land plots were analyzed. Shortcomings in determining pricing factors, adjustments, as well as the selection of analogues for the construction of models have been identified. In the course of the work, alternative options for determining pricing factors have been proposed. A description and an example of calculating location and communication adjustments have been made. Calculation of market value on the example of specific objects: capital construction object and land plots was carried out. Data on cadastral value of real estate is updated at least once in five years and no more than once in three years. As a result, the obtained data can be used for further determination of the cadastral value by the State Budget Institution of the Perm Krai "Center for Technical Inventory and Cadastral Valuation of the Perm Krai".
