Development of Perm Urban Agglomeration

Today urban agglomeration is a priority model of spatial development in Russia and in the worldwide practice. At the same time, there is an uncontrolled development of Russian agglomerations with negative effects: overload in transport and infrastructure networks, out-migration, etc. In turn, the moves to controlled development of agglomerations in Russia will rationalize the management of the area, optimize the development of transport infrastructure, engineering networks, control the development of the central city-core with the development of the nearby areas. However, the government bodies of the Russian Federation have large number of barriers to the moves to such the development. In this study was development and approbation in the Perm agglomeration methodology for a integrated agglomerations analysis to determine the optimal development model, which can be applied in other Russian agglomerations. A follow-up mechanism has been developed for the moves to controlled development, which can be used by local and district government bodies for effective management of the development of the Perm agglomeration.
