Adaptation of Agile Project Management Methodologies in Public Administration in the Context of Policy Failure

Current study consists an analysis of US public sector projects implemented using agile methodologies in 2016-2018. The purpose of the study was to identify the stages of projects’ failures according to the Howlet’s "failed policies" typology. Thus, the relationship between agile methodologies and projects’ failures was analyzed, and the causes of failures were identified. The result of the study is as follows: despite the active applying of agile methodologies in the US public sector, those projects fail at the planning and implementation stages. Thus, the phase of failure shifts one stage back in comparison with the traditional approach to project management.
