Nowadays, the state of civil society is determined by the wide network of organizations of the third sector as an aggregate element of civic activity and the most cohesive system that expresses the interests of various groups and acting in their interests. Therefore, of particular interest are non-profit organizations, who reflects the state of civil society as a whole and the state of the third sector as part of it. Despite the great research interest in the relationship between civil society organizations and the state, there is a problem of inconsistency and ambiguity in the interaction between civil society structures expressed by SONPO and authorities. To research the relationship between the state and the third sector, we studied foreign experience, the experience of different Russian regions, as well as legislative acts regulating the activities of NGOs. In addition, there were conducted survey among experts and employees of SONPOs aimed of giving recommendations to improve the efficiency of SONPOs in Perm Krai. As a result, the strengths and weaknesses of the SO NPOs in Perm Krai were identified, a general scheme for the interaction of SB NCOs with the public authorities was created. Besides, if developed recommendations will be used it becomes possible to achieve greater results from the implementation of SO NPOs activities.
