Public Procurement as a Tool of Circular Economy

Environmental pollution and the depletion of natural resources are the result of applying production and consumption patterns inherent in a linear economy. The growing contradiction between industrial activity and the environmental situation can be resolved by the transition to a closed-loop economy. At the same time, public procurement, representing a significant part of the economy, can trigger a transition to circular business models. In this regard, the possibilities of using public procurement for the development of a closed-loop economy are being considered. In order to determine what measures should be taken, the current situation in the field of circular procurement is examined. Based on this, recommendations were prepared on the introduction of elements of a closed-loop economy in public procurement. The organizational and administrative measures presented, if implemented, make it possible to turn public procurement into a closed-loop economy tool. And this will launch the mechanisms of a circular economy, opening up opportunities for sustainable socio-economic development and environmental conservation for future generations.
