Government Support Small and Medium Business: Significance, Performance Assessment, Ways to Improve

Nowadays there is a lack of empirical and applied research on the issue of evaluating the effectiveness of government support measures for small and medium-sized enterprises in terms of the investment regional attractiveness. This study is aimed at identifying ways to improve the effectiveness of government measures to support small and medium-sized enterprises. To achieve the goal of the graduation work, research procedures were implemented that provide a systematic approach to solving the research tasks. Particularly, a database was created for the regions of the Russian Federation, reflecting the state of the business infrastructure; an integrated assessment of state support was carried out; the most significant factors of state support were identified; regional diversification was carried out in accordance with the results of an empirical study. Based on the results of the analysis, a set of recommendations has been developed that take into account regional specifics when implementing state support to small and medium-sized enterprises. A key feature of the proposed recommendations is the focus on providing a resource base, developing infrastructure support and creating favorable investment conditions for small and medium-sized businesses.
