Interaction Mechanisms between State and Local Authorities on Environmental Issues

This paper examines the documents regulating the powers of state and municipal authorities in the field of environmental protection. Based on these acts, an analysis of the regulated powers is carried out. As a result, the main interactions between state authorities and local self-government are identified in the sphere of environmental protection. On these base of these interactions the expert interviews were conducted with the representatives of Federal, regional and municipal authorities of the Perm region. Based on the results of the study, recommendations were made to Federal and regional authorities to improve the existing mechanisms of interaction with municipal authorities of the Perm region. It is proposed to make adjustments to the legal framework of the Perm region in relation with municipal authorities, to involve them as a consulting body in the planning of state programs and projects, and to create a Department of information and legal assistance for the procedure of obtaining ownership of land resources.
