Challenges and Prospects for the Realization of the European Union Drug Strategy

The work is devoted to the drug policy of the European Union countries. The long-term trend in drug policy is formulated in the EU Strategy on Drugs, which is based on the harm reduction approach. Harm reduction is an approach that aims to reduce the severity of the problems associated with the non-medical use of drugs. The research problem is the mismatch between the declared success of the EU Drug Strategy and the drug prohibition’s tendency of some EU countries, which started to return to more repressive drug regulation. A review of the EU countries legislation in the field of harm reduction shows that the status of the implementation of harm reduction varies, but only some Eastern European countries return occurs only in. The analysis of stakeholders shows that there is competition between stakeholders in the health sector and actors from Interior minister. This causes inconsistency and frequent changes in legislation at the national level, which are difficult to track and difficult to evaluate. The problem with fulfilling the aims of the EU Strategy on Drugs is the lack of a control mechanism or influence on the implementation process necessary for the successful implementation of the Strategy.
