The state of the environment affects the sustainability of the socio-economic development of the country. Today, in Russia is given an unfavorable assessment of the environmental situation. The problem of research is related to the fact that the simplest rules for preserving the environment are often not implemented by citizens in practice, because environmental behavior is not formed. The purpose of the work was to develop a program of measures for the formation of environmental behavior of citizens based on the identified factors that affect the formation of environmental behavior of citizens. During the research following steps have been taken: the consideration of the theoretical foundations, the definition of the incentives for environmental behavior and the development of the recommendations. In the review of the literature and successful experience of forming environmental behavior in other countries, it was revealed that Russian citizens have not yet formed an environmental consciousness and modern practices of care for the environment. It was also found that the presented principles of forming environmental behavior in regulatory acts do not correspond to the actual actions of people. It is important to take into account both external and internal factors of environmental behavior formation. The obtained results of the research can be of practical significance for the formation of environmental behavior. They can also be used in the development of new regulations, educational programs and the creation of the environmental policy of organizations.
