The Identification of Monotowns in Russia

Bachelor thesis topic: The identification of monotowns in Russia Nowadays, many single-industry municipalities (monotowns) are presented as depressed territories with a large concentration of socio-economic problems. To fully resolve these problems, it is necessary to accurately classify and define existing monotowns. This study is devoted to analyzing the problems of single-industry towns, criticizing and justifying existing criteria, as well as checking 321 single-industry localities for compliance with existing criteria. The paper presents a broad overview of research on monotowns by both Russian and Foreign authors, identifying existing problems and ways to eliminate them. The work includes consideration of theoretical aspects such as: definition of single-industry settlement, the analysis of key external and internal factors affecting the development of company towns, identifying the main problems and review and systematization of the shortcomings of the existing criteria. The practical component of this work is devoted to the identification of single-industry localities in Russia by checking for compliance with official criteria, as well as the development of recommendations. The analysis of official criteria revealed that they are not perfect and need to implement their adjustments. Herfindahl–Hirschman Index (HHI) was also used as one of the additional criteria for determining the monoprophilicity of the territory, which showed that 14.7% of monotowns have a low degree of monopolization. The results of an empirical analysis showed that 56% of municipalities do not confirm their mono-branch specialization and as a result should be excluded from the official list.
