Analysis of the Public Procurement Market for Medicines in the Northwestern Federal District of Russian Federation

The system of public procurement of medicines is one of the most important components of the mechanism of drug supply in Russia. In addition, it is a tool for the implementation of state guarantees in the field of health care to the population. At the moment, relations between participants in the public procurement market are Russia is controlled according to regulations. These acts define the contractual procurement system and the competitive environment for participants. Public procurement is aimed at ensuring access to the best suppliers and manufacturers, the lowest prices, the best quality of medicines, and favorable terms and conditions of the contract. The theoretical mechanism of the market is described in the current legislation, but how does it work in practice at the present time? In this paper, we conducted a study of the market for public procurement of medicines in 2018-2019 in the North-Western Federal district by customers, suppliers, and manufacturers of medicines whose products are in circulation. The level of market concentration was determined using the Herfindahl-Hirschman, Linda concentration indices, and the construction of Lorentz curves for various parameters. The composition of tender purchases was also analyzed, considering territorial differentiation, international classification systems for medicines, entry into the state list of VED, and the feasibility of procurement was evaluated.
