This work is devoted to the study of factors affecting the innovative activity of the regions of the Russian Federation. Based on panel data from 74 regions of Russia for 2010 - 2016, models with fixed effects, with random effects and pooled regression were built, the volume of innovative goods, works and services,% of the total volume of goods shipped, works performed and services. The final model is logarithmic. The selection of a better model was made by the Hausman tests and the F-test. The model with fixed effects was chosen as the best specification, where the share of the working population with higher education from the total number of working populations turned out to be a significant factor.
