Youth Regional Labor Market Evolution in Russian Federation

The degree work on a subject “Youth regional labor market evolution in Russian Federation” is devoted to the statistical justification of regulating an early youth labor market in the Russian Federation at the regional level. In Russia, the problem of the socio-economic development disproportion in the regions is most acute. This fact determines the need to pay attention to the youth employment policy. The aim of the study is to determine the criteria that statistically describe the youth labor market condition and trends in the Russian regions. For the first time in the literature, a matrix of indicators for early labor market has been developed and adapted according to statistical limitations and international expert opinions. The methodology evaluates the main problems of graduates’ employment and young specialists in mezzo-level. Macro-regions are divided into three groups according to the level of the youth labor market development with the attached recommendations for eliminating the imbalances. The Penza region as statistically average is analyzed in detail. Two scenarios for the development of the regional youth labor market with practical recommendations for the transition from the base scenario to the optimistic are developed.
