Currently, there are no Russian population norms for HRQOL that can be accepted for medical queries in order to compare it with the patient's health status. The paper aims at investigating the appropriateness of TTO utility sets developed in different countries for the construction of Russian population norms of health-related quality of life. The Hofstede and the Schwartz models of cultural dimension with regard to social-demographic and economic characteristics were used to distinguish the most akin countries to Russia. Outcome values compared via the T-test, the Mann-Whitney rank test, and regression analyses. In the course of statistical analysis, two couples of countries were obtained (Great Britain with Japan and Great Britain with the Netherlands), whose TTO values could potentially be proper for our country. However, the cultural typology of Russia is considerably different from these countries. In terms of macroeconomic and demographic indicators, other countries also transcended Russia several times. Therefore, a specific survey should be completed to receive unique sets of population norms, which in turn would be gradual and cost a huge amount of money. As a result, the Russian healthcare system can benefit not only by tracing some physical parameters but also by understanding the social functioning as well as the psychological and physical condition of a person.
