Formal and Informal Solutions of Housing Issue in 1917-1941: the Case of Perm

This study is an attempt to consider housing policy and ways to solve the housing problem in the USSR in 1917-1941 at the regional level. The purpose of the study is to identify ways to solve the housing problem in 1917-1941 on the example of Perm. The subject of the study is the daily practice of solving the housing problem. The work is based on documents from the Perm Archives: PermGASPI and GAPK. The paper analyzes the measures of the Soviet government to reform the housing sector, as well as formal and informal solutions to the housing problem in 1917-1941. The findings of this study allow some generalizations regarding housing policies in central cities and provinces. This in turn will help to better understand the features of ways to solve the housing problem in the specified period in Perm.
