"Statistical Thinking" and the Modernization of Public Administration in the First Half of the 19th Century in Russia

The first half of the XIX century marked a turn in the understanding of statistics as a science and as a tool for state management. The authorities increasingly needed a continuous flow of data to regulate and reform the political, economic, and social spheres. This work is devoted to the formation of statistical thinking and its impact on policy in conducting state transformations in the Russian Empire in the first half of the XIX century. To achieve this goal, it was necessary not only to study the semantics of the concept of "statistical thinking", to consider the development of statistics in European countries, to identify ways of transfer to Russia, but also to analyze how accurate knowledge was used in the Russian Empire.
