In this paper, we analyze the source "Draft regulations of the Main and Moscow Police and Chancellery, as well as the governors and governors, composed by college adviser Kozlov" with the Decree of the States of 1763 and the Police Statute of 1782. Based on a comparison of the draft and the adopted legal acts, it is concluded that there is a significant share of the continuity in the legislation of the Russian Empire during the XVIII century.
