Municipal Elections as Institution of Democracy in the Russian Federation

In this paper we address the problem of legal regulation and elections’ conduct for public positions in municipalities of the Russian Federation. This institution, considered as a form of democracy in the state, has a lengthy discussion in connection with regular changes in legislation. Based on this, we give an account of all the amendments to the legislation on municipal elections and perform an analysis of the effectiveness and legality of the election of candidates for municipal posts. Next, we investigate the practical issues of the applications of the law and complaints about violations of citizens suffrage in court. The key finding, in contrast with common perception, is that municipality elections are held in accordance with applicable law and are transparent as well as effective. At the same time, recent amendments to the legislations on elections should be analyzed in further research due to the gap in their application in practice.
