Improving of Russian Regions' Attractiveness for the Youth

The paper is aimed to propose policy suggestions on changing priorities in regional youth policy based on clusters priority-matrix. The study includes the analysis of relevant problems of state youth policy, development methodology based on international studies about youth attractiveness, expert survey which estimated importance of each variable, data collection and estimation Russian regions’ attractiveness for the youth. The findings of the study indicate significant regional disproportion which result in accelerated polarization of attractive and unattractive regions.
