Establishment of a Modern Training System For Civil Employers in the Russian Federation

The purpose of the study is to reflect on theoretical and methodological approaches to the training system for civil servants in Russian Federation and, drawing on both the international experience and the analysis of priority areas of training and education for civil servants, develop practical recommendations for establishing a new training system for public sector workers. Significance of this study defines by the results of analysis of modern training system parameters and hierarchical clustering analysis. In this study, the author used certain analysis methods, such as analysis of the legal framework, sociological survey and logistic regression for its interpretation, method of automated capture of data and hierarchical clustering analysis on the programming language Python.
