Improvement of Government programs in the Social Sphere (the Case of Government Program "Social Support of Citizens")

The degree work on a subject “Improvement of Government programs in the social sphere (through the example of Government program "Social support of citizens")” is devoted to the development of recommendations for the improvement of quality of Government programs in general and the Government program "Social support of citizens" in particular. In the course of the work, the performance indicators of the program “Social support of citizens” from 2015 to 2017 were analyzed. Then, the clustering was carried out, using the method of k-means, to group the regions of the Russian Federation into four clusters depending on the level of effectiveness of the Government program “Social support of citizens” in them. Based on the results obtained, conclusions are drawn about the shortcomings of the development, the implementation and the assessment of the Government program and recommendations on how to address these shortcomings are developed.
