Nowadays, classic communication services provided by Telecom operators have become commonplace, and their profitability has steadily decreased over time. Therefore, in the mid-2010s, Telecom industry players actively engaged in the development of digital products and services, entering into direct competition with large technology companies. Practice shows that in most cases operators cannot cope with such competition, and their product development processes require a number of changes. The purpose of this work is to develop recommendations for transforming the digital product development process and its target model in MTS. To achieve this goal, the first chapter analyzed the industry, proposed a class of flexible approaches to software development as a basis for recommendations, and considered the theoretical foundations of these approaches. In the second chapter, a detailed analysis of the company and the current state of product development processes was conducted. In the third chapter, recommendations were developed for changing the described process, as well as an approach to evaluating the possible results of its transformation, which was the result of this work. The practical significance of the work lies in the applicability of the developed recommendations to the company's products to increase the flexibility of their development, which in most cases results in improving a number of financial and production indicators of the company, along with increasing the level of its competitiveness.
