Within the framework of the existing urban planning regulations, sensitive receptors are placed on the principle of minimizing the time of their availability. This is a justified measure when rationing ordinary sensitive receptors that are used by the population of the area in question and its surroundings. However, those sensitive receptors that provide the highest quality services and are used by the people from all over the city, should be located according to a different criterion – maximization of consumer choice.
