Key Success Factors of Implementing the State Programmes in Healthcare by the Regions of the Russian Federation

In today's fast-growing world, in the era of the information revolution and total globalization, changes occur on a daily basis and, as a rule, affect more and more areas of the socio-economic life of the state. Problems are becoming more acute and require quick solutions, projects are becoming larger, the risks and challenges that managers face are becoming more complex. Not only the scale of the projects is growing, but also their number, and the interdependence between them is becoming more and more obvious. In these conditions, managers can no longer confine themselves only to project management tools to solve emerging problems and respond to environmental challenges, because they are not enough when it comes to systemic, strategic changes that affect more than one area. In this regard, the application of a programmatic approach to creating change and achieving strategic goals becomes particularly relevant. The purpose of this master's thesis is to identify and analyze key factors that influence the target indicators of state programs in healthcare of regions of the Russian Federation and their successful implementation, as well as formulate recommendations on improving the quality of the implementation of programs in the regions of the Russian Federation. To achieve this goal, within the first chapter were analyzed program management standards and articles, were given existing program definitions, and were described approaches to program management and the main phases of the program life cycle. Further, based on an analysis of the existing literature, were identified the factors that influence the successful implementation of programs, including healthcare programs. Also in this chapter, were considered the main regulatory acts that determine and regulate the development, content requirements, implementation and evaluation of the effectiveness of state programs in the Russian Federation. In the second chapter, was carried out a study of factors that influence the target indicators of state programs “Healthcare Development” of ten regions of the Russian Federation, based on which were identified key factors, which could positively affect the implementation of the state program in the regions of the Russian Federation. In the third chapter the main problems in the implementation of programs in the regions of the Russian Federation were described and were proposed some measures to improve the quality of implementation of state programs by the regions of the Russian Federation, which will level out a number of existing problems in the implementation of state programs.
