Measures to Prеsеrvе Historically Valuable City-forming Objects

In this work, the problem of protecting a complex and multidimensional object as the historical environment was analyzed. This issue is extremely urgent, since, together with the annual acceleration of the pace of urbanization, the historical urban environment is becoming an increasingly lost resource. The study is devoted to the place of historically valuable city-forming objects in the legislation of the Russian Federation in order to determine the optimal measures for the preservation of these objects in the absence of legislatively established protection requirements. The work considered the theoretical foundations of environmental protection, international principles for the protection of the historical environment, foreign practice in the field of protection of valuable objects of historical and urban environment. In addition, the development of the concept of a historically valuable city-forming object in the system of legislation was analyzed and the Russian practice of determining and further preserving such objects were collected. The result of the study was a proposal on a list of recommendations on measures to preserve historically valuable city-forming objects. The unambiguity that this status will acquire as a result of the application of the developed preservation recommendations will simplify the procedure for agreeing on the subject of protection of a historical settlement, make a significant contribution to the preservation of heritage and contribute to the elimination of social conflicts between owners and municipal authorities.
