In this paper, an attempt is made to identify the prerequisites for the formation of urban nuclei on unstructured territory. Its results can be used as the basis for analyzing the state of the spatial structure of the city, in particular, the state of the structured and unstructured territory. The results of this analysis can be used to regulate the urban system. The spatial structure is truly multi-faceted, formed by the simultaneous influence of economic, social, political and cultural forces. It is this complexity and dynamism of the city that makes it necessary to constantly study urban processes. It seems that the approach developed in this work can be naturally included in the component of these studies that relates to urban nuclei.
