Legal Regime of Open Public Financial Data

The paper assesses the legal regime of open public financial data for compliance with generally accepted principles (the "concept of open data"). It analyzes Russian and foreign (over 30 jurisdictions) laws. As a result, we found that Russian legislation is fully consistent with standards, and its implementation in practice is also of high quality, but there are some problems. Legislation of more than half of the examined jurisdictions is fully consistent with the concept of open data. We found a correlation between legal adoption and the quality of published data.
