This paper discusses the requirements to architectural solutions of building a historical settlement as part of urban planning regulations using (Case: Yaroslavl Town). Based on the existing experience in preparing urban planning regulations, a method for substantiating requirements for architectural solutions of capital construction objects was determined. In the course of the work, a methodological procedure was formulated to justify the composition of the requirements. At the end of the work, a list of requirements for architectural solutions of capital construction objects was formulated, which was determined by the morphotypical approach to the valuable development of a historical settlement. By preparing the empirical part, it was confirmed that the application of this approach is a method of substantiating the requirements for architectural decisions as part of the urban planning regulations a historical settlement. When working with valuable urban development in Yaroslavl, it was possible to identify common features of morphotypes and recommend this for use throughout the city. The results of the work are advisory in nature and based on the experience of this work, it is proposed to include in the draft boundaries and requirements for urban planning regulations of historical settlements the implementation of substantiating materials with the specified methodological procedure for substantiating the composition of the requirements for architectural decisions of development. The logic of applying this approach to the argumentation of the minimum composition of requirements for architectural decisions of capital construction objects may be applicable to other subjects of the Russian Federation that have the status a historical settlement.
