Human Resource Policy in State Management: Problems and Decision

This research attempts to study the personnel policy in the municipal service system, identifying its main problem areas and weaknesses. The relevance of the chosen topic is confirmed by the fact that currently in Russian society, the state personnel policy is becoming an increasingly significant factor of effective management. Its role is constantly growing along with the growing power of the human dimension to effectively manage both municipal authorities and the state as a whole. Therefore, the implementation of an effective and adequate human resources management policy is an important goal of the state institution. Through such methods as interviewing administration employees, analyzing documentation and interviewing employees, the main issues and possible ways to solve and improve personnel policy in the public service are identified.
