Civil Servants' Training of Business Communications: Programs and Ways of Their Implementation

Master's thesis is devoted to the topic of training civil servants in business communications: analysis of training programs. Currently, it is difficult to imagine a management process without communication. There is a growing need for continuous application of HR technology such as training in the civil service, as the civil service constantly faces modern challenges that cannot be ignored. The need to train civil servants in business communications is due to the fact that the civil service imposes new requirements for the quality component of the work of civil servants: a new model of competencies, updated skills and abilities. In research part of the work the analysis of the best HR practices in the system of state and municipal management is carried out: the winners of the competition in 2016-2018 are analyzed, learning technologies and programmes (courses, trainings, etc.) are reviewed. The results of two interviews with representatives of the Ministry of science and higher education of the Russian Federation and the Ministry of transport of the Russian Federation are also conducted.
