The purpose of this research is to examine the existing principles of re-forming and regulating Railways as a natural monopoly on the example of the Russian Railways. - The models of the organization of railway transport as a subject of natural monopolies were systematized. - The structural transformations and principles of the func-tioning of the Russian railway transport ; - The antitrust and tariff regulation in the field of railway transport in Russia were examined; - The current state of the railway industry has been reviewed and the actual issues of its state regulation in Russia has been revealed
