Higher Education Abroad as a Factor for Human Capital Formation for Development of National Economy: Analysis and Systematization of Russian and International Experience of Research for Russian Educational Policy

This work is devoted to the study of higher education obtained abroad, as a factor in the accumulation of human capital. Based on the theory of human capital and addressing the problem of its portability, the work examines the relationship between the structure of the economy of the country of departure and the majors of study of foreign students in Russia using the example of students from Kazakhstan, People’s Republic of China and Turkmenistan. The study will allow us to understand whether the demand of the market of the country of departure for certain professions, determined by the structure of its economy, can serve as a factor affecting the demand for Russian educational programs among foreign students. This knowledge can be applied in the design of educational policy, in particular, in the context of solving the problem of expanding the export of Russian education.
