Public Administration of the Development of Medical Rehabilitation in the Russian Federation

The work examines the system of medical rehabilitation in the Russian Federation. Rehabilitation assistance, which has proved its effectiveness in restoring lost functions, working ability of citizens and reducing the disability of the population, remains insufficiently accessible for the population of the Russian Federation. In addition, medical rehabilitation can reduce the duration of hospitalization, including in resource-intensive departments of a hospital with a high cost of bed-day. In the course of the study, the boundaries of medical rehabilitation, its structure and functions were determined, the facts of the effective impact of rehabilitation assistance, as well as its low availability for the population and the increasing need for its use, were established. The results of the analysis of regulatory legal acts governing the activities of medical rehabilitation are reflected, in particular, documents on the organization of medical rehabilitation, standardization of rehabilitation assistance, which allowed to identify areas for improving the activities related to the provision of rehabilitation measures. Based on a comprehensive study of the organization of medical assistance for medical rehabilitation, recommendations were developed to improve the organization of rehabilitation medicine and its legal regulation, including a proposal to increase the role of rehabilitation assistance in the program of state guarantees, the inclusion of occupational therapist, physical therapist in the regular structure of medical organizations, as well as the development of competencies in assessing the needs for rehabilitation measures for medical personnel.
