This study analyzed the Syrian National Innovation System (NIS) and the performance of its main sectors. The main challenges facing the scientific and technological development of Syria were also identified. In order to identify and analyze the main challenges, in-depth interviews were conducted with representatives of the NIS sectors. Three cases were developed on the Science, Technology, and Innovation policy (STI policy) in three countries (Japan, Korea, and Iran). Selected countries were able to achieve high level of scientific and technological development, which contributed to economic growth. Based on the state of sectors of the Syrian NIS, the developed cases and the results of the interviews, recommendations were introduced to improve the national STI policy and the development of the sectors of the NIS. The most important step in the implementation of the STI policy is to identify the priorities of innovative development and related scientific and technological priorities, which can serve as guidelines for the development of the scientific sector and business.
