Mechanisms of Increasing the Productivity of Research in the Field of Drug Development and the Protection of Intellectual Property Rights

"Mechanisms for increasing the productivity of research in the field of drug development and protection of intellectual property rights» In the first part of this study, the existing instruments of state support for scientific and technological development of the pharmaceutical industry were studied and their interrelations were determined; the activities of the state administration bodies of the Russian Federation for planning and regulating research on the development of medicines were reviewed; the approved strategic documents affecting the development of pharmaceutical science in the Russian Federation were reviewed; the existing barriers that prevent the introduction of innovative medicines to the market in the context of systemic and sectoral problems were identified; the foreign experience of planning and coordinating scientific developments in the field of medicine and integrating their results into practical health care was studied. In the second part of the work, we analyzed breakthrough technologies for the development of the pharmaceutical industry in the Russian Federation and developed proposals for their implementation. A review was made of breakthrough technologies for obtaining pharmaceutical substances and medicines with a view to their introduction into the pharmaceutical industry of the Russian Federation. Proposals were also developed on mechanisms for implementing breakthrough technologies. The third part of the paper examined the role and protection of intellectual property rights in the pharmaceutical industry. An assessment was given on the issue of compulsory licensing of medicines in the Russian Federation. Protection of intellectual property rights in the sphere of circulation of medicines abroad was studied.
