Strategically Relevant Directions for Increasing the Life Expectancy of the Population, Taking into Account the Characteristics of the Socio-Economic Development of the Regions of the Russian Federation

The master's thesis is devoted to the problem of increasing the life expectancy of the population at birth depending on the socio-economic development of the regions of the Russian Federation. The purpose of the paper is to identify factors affecting the life expectancy of the population by gender in groups of subjects of the Volga Federal District, united by the level of life expectancy and economic development, in order to develop detailed recommendations for improving public health policy. The theoretical basis of the thesis is the risk factor concept. Factors that potentially affect the health of the population were identified and selected on the basis of a number of theories (theory of human capital, theory of social stratification, theory of conflict, etc.). An analysis of state policy in the field of health care and its priority areas both at the federal level and at the level of the Volga Federal District’s regions was also conducted. Brief results of its implementation within the framework of the period under review were summed up. In the paper, the author used both general scientific methods (descriptive and comparative analysis of scientific literature, comparison and generalization), and analysis of descriptive statistics, hierarchical agglomerative cluster analysis (by Ward's method), as well as panel data analysis (pooled OLS regression). As a result, relationships between the life expectancy of the population in two identified clusters of the Volga Federal District in terms of gender and some of the selected factors were revealed. Based on the analysis of state policy and analysis of statistical data, recommendations were developed and proposed to improve public policy in the field of public health at the federal and regional levels.
