In the last decade, the ensuring safe of childhood – the national priority of Russian Federation. Social orphanhood, neglect, homelessness, juvenile delinquency have become sustainable social phenomena due to some factors. Besides that, over the years the high criminal activity teenagers of younger age groups keeps. To prevent neglect, homelessness, juvenile delinquency, ensure the safe and happy childhood it’s necessary to direct maximum resources to create an effective prevention system, the key link of which is the Commission for minors and the protection of their rights - the collegial coordinating body. The master's thesis has carried out to identify problem areas in the existing organizational and legal mechanisms of the activity of Commissions for minors and to protect their rights and to develop specific recommendations for their improvement. The theoretical part of the study consists of several key aspects: 1. Comparison of the model of the Russian institutional structure with the model of the institutional structure of foreign countries in the field of protecting the rights, freedoms, and legitimate interests of minors. 2. Identification of contradictions and inconsistencies between the existing regulatory legal acts in the field of prevention of neglect and delinquency. 3. Analysis of the legal mechanisms of the commission for minors and the protection of their rights. 4. Analysis of the organizational mechanisms of the commission. As part of the empirical part of the study, the author used the method of questionnaire survey and qualitative analysis of collected expert interviews. A qualitative analysis of the collected expert interviews allowed us to identify problem areas in the existing organizational and legal mechanisms of the commissions, as well as to identify the problems that experts face in the process of everyday work. The results of the questionnaire are an additional evidence base. The author has developed practical recommendations for improving the organizational and legal mechanisms of the activity of commissions on minors and protecting their rights. Research work consists of introduction, five chapters, twelve paragraphs, three subparagraphs, conclusion, bibliography, and appendices. The volume of research work is 365 pages.
