The Development of Approaches to Human Resources Management during the Implementation of Quality and Safety Management System of Medical Activity in Hospitals of Russian Federation

This paper analyzes the methodological and organizational developments in the field of human resources management used in the implementation of the quality and safety management system of medical activities in hospitals of the Russian Federation. The proposals (practical recommendations) of Roszdravnadzor for organizing internal quality control and safety of medical activities in a medical institution (hospital) were selected as a methodological basis for the implementation of a quality and safety management system for medical activities. The paper considers the stages of the formation of approaches to personnel management from historical times to the present, features of Russian approaches to the development of a personnel management system, the specifics of managing the implementation of a quality and safety management system for medical activities in hospitals, considers current examples of the use of quality management standards for the formation of quality management systems in hospitals of the Russian Federation. The practical part of the study is devoted to the analysis of changes that have occurred during the implementation of the quality management system by evaluating the results of primary and secondary external audits, conclusions are also made and recommendations are given to overcome and minimize the most common problems and inconsistencies in building a personnel management system in the process of implementing a quality management system and safety of medical activities in accordance with the methodology of the Proposals of Roszdravnadzor.
