Mentoring as a Method of Russian Civil Servants Adaptation in Modern Conditions

This paper deals with the role of mentoring in the processes of adaptation in the civil service of the Russian Federation. The research is devoted into several stages: (1) analysis of the theoretical basis (2) consideration of adaptation from the perspective of social identity (3) review of the legal framework for regulating mentoring in Russia and its subjects (4) analysis of cases of mentoring in Russia and in the world. The analysis of the theoretical base shows the importance of adaptation for personnel processes, as well as the importance of social identity in working with the personality of a public civil servant. The study of the legal framework has shown that mentoring issues are not clearly regulated. More precise legal regulation is observed at the level of the constituent entities of the Russian Federation, but it is also fragmented. The analysis of cases of mentoring in Russia and the world includes systematization of mentoring experience in various countries and identification of effective mechanisms for applying them in the Russia. The study based on, firstly, interviewing mentors about their understanding of the essence of mentoring, the goals, and methods of their activities. Besides that, the interview involves the aspects of working with the personality of the mentees: their identity and understanding of the mission and values of the organization. Next step deals with people, which have been mentoring. We identified the role of the mentor in the adaptation processes for the proteges. As a result of the analysis, mentors do not pay enough attention working with the personality of the ward, while this is extremely important. As a result of the research, recommendations were formulated for improving mentoring in the state civil service of the Russian Federation.
