The Methods for Impact Evaluation of the State Programs: Russian and International Experience (the Case of the State Program of the Russian Federation "Promoting Employment")

This work analyzes the evolution of formation and tools of strategic planning in the Russian Federation. The goal is to evaluate the possibility of applying scientific methods to the evaluation of state programs as one of the tools of strategic planning. Considering the extensive international experience, the author comes to the conclusion that it is necessary to evaluate programs within the framework of new approaches. Applying some of the methods to the assessment of the state program "employment Promotion", it is shown that the impact of one of the main activities of the program – professional development and retraining of unemployed citizens is not obvious. The work contains conclusions that are aimed at developing practical recommendations for Federal and regional Executive authorities to improve approaches to assessing the impact of state programs on the socio-economic situation of the population.
