Issues and Consequences of Municipal Solid Waste Management System Reform on a Local Level

The purpose of the study is to determine the consequences of the implementation of the reform of the municipal solid waste management system at the local level and, if necessary and possible, to propose measures to improve the regulation of the sphere in order to eliminate the identified problematic features. The object of the study is the transition to a new system of solid municipal waste management in the part that directly affects the activities of government at the local level. The subject of the study is the problems and consequences of the reform, which affect the activities of local authorities. The main hypothesis of the study is that the costs of solving problems that have arisen at the local level in connection with the implementation of the reform have passed to local authorities, despite the transfer of relevant powers to the regional level. The scientific basis of the study was mainly domestic scientific literature. The research methodology is based on qualitative research methods. The main part of the study was carried out due to research expeditions and field trips organized by the Higher School of Economics to various subjects of the Russian Federation The results of the work can be useful first of all to decision makers in the field of organizing the solid municipal waste management system, as well as to those who fill municipal posts and municipal employees, and researchers dealing with waste management issues.
