Development of Methods for Identifying Anticompetitive Agreements in the State and Municipal Procurement Market

The research is devoted to the possibility of identifying anticompetitive agreements in the public procurement market by business entities. The public procurement market is an effective mechanism for allocating budget funds in the economy. One of the reasons for inefficient procurement is the implementation of anti-competitive agreements by the subjects of the contract system, which cause significant damage to the budget system of Russia and economic entities. Identifying anti-competitive agreements is a complex task that requires professional knowledge and skills, financial investment and time. Understanding the mechanisms for implementing anti-competitive agreements and the ability to quickly identify such agreements will make it possible to counteract such illegal manifestations. The object of research is public procurement, and the subject is anti-competitive agreements concluded and implemented by the subjects of the contract system. The research describes the existing models of anti-competitive agreements, the principles of their functioning, signs of collusion at auctions and methods of their detection, considers the factors of the market environment that affect the emergence and existence of cartels, and demonstrates the possibility of improving the effectiveness of identifying cartels using information and analytical systems.
