The Development of the Intercity Passenger Bus Transportation in Center Region of Russia

In connection with the current situation in the world, the limitation and closure of many borders, the question of organizing passenger traffic inside the country and the development of domestic tourism has become acute. By the end of 2019, there were 587 intercity bus transport enterprises in Russia. At the same time, 83.8% of intercity bus transportation is carried out by private enterprises. The downward trend in the volume of the bus transportation market has intensified competition among carriers. The introduction of new rules for the provision of transport services, such as, for example, the mandatory equipping of vehicles with the GLONASS system, forced some illegal carriers to leave the market, which further intensified competition. At the same time, market participants note that previously the so-called "gray" carriers occupied a significant market share. However, new requirements for transport safety, both related to countering the threat of terrorism and aimed at reducing the number of accidents involving buses, are forcing legal carriers to monitor and regulate the movement of their vehicles. The object of research is intercity passenger bus transportation (hereinafter referred to as IPBT) The subject of the research is the international transport route for the Central Region of Russia. The purpose of the study is to develop a set of measures for the development of IPBT in the Central region of Russia. Research objectives: - consider the concept and types of passenger transportation; - to investigate the specifics of the IPAP; - to analyze the international experience in the development of IPBT; - to analyze the market of the IPBT of the Central region of Russia; - to consider the development of the infrastructure of the passenger bus transport industry in the Central region of Russia; - to identify the problems of the development of the IPBT in the Central region of Russia; - to develop a program for the development of the IPBT for the Central region of Russia. Methodological basis of the research. During the dissertation research, the dialectical method was used, first of all, as a general scientific method of cognizing reality, as well as logical, functional and systemic methods of scientific knowledge on the problem under study. The theoretical basis of the research. The theoretical basis of the dissertation is the research of specialists in the field of logistics, transport economics, transport marketing: V.A. Gudkova, L.B. Mirotina, Yu.V. Friss, E.A. Kravchenko, L.M. Shcherbakova, M.V. Shevchenko, I. D. Ovchinnikova and others. The scientific novelty of the dissertation lies in the study of modern trends in the IPBT market of the Central region of Russia, the development of the infrastructure of the passenger bus transport industry in the Central region of Russia and the development, on the basis of this analysis, of a program for the development of intercity passenger bus transport on the example of the Central region of Russia, including the project of creating a separate subdivision based on state enterprise for the implementation of the IPBT. The theoretical significance of the research lies in the fact that when writing a master's thesis, theoretical developments in the field of IPBT, materials of original research on the problems of the development of the IPBT market were summarized and analyzed, and the main positions of scientists on the research topic were identified. The considered problems and proposals can become the basis for further scientific study in the direction of improving the IPBT in the Central region of Russia. The practical significance of the study lies in the fact that in the course of the study practical recommendations were developed for improving the IPBT system in the Central region of Russia. The provisions for the defense can be used in practice in the distribution of transport work between carriers of various forms of ownership and bus transport management.
