Grant Competitions as a Factor in the Development of Russian Educational Organizations Operating in Difficult Socio-Economic Conditions (on the Example of the #TEP-School)

The work is devoted to the study of the impact of grant competitions on the development of Russian general education organizations operating in difficult socio-economic conditions (on the example of the competition # TOP-school-2018). In the first chapter of the work, domestic and foreign approaches to the identification of schools operating in complex social contexts are considered, strategies for the development of these general education organizations are analyzed, and an approach is substantiated that allows us to consider the development of schools as a process of introducing innovations. A comparative analysis of domestic and foreign approaches to grant activities aimed at supporting and developing general education organizations was also carried out. The second chapter of the paper describes the results of the case study of the winning schools of the TOP-School-2018 grant competition. The study of cases made it possible to identify the direct and delayed effects and results of grant projects, the prospects for their further development, the impact on the nature of management of organizations and the interaction of team members. In the course of studying the cases, it was found that schools operating in complex social contexts are able to form educational requests and change the content of the educational process. The implementation of the grant project contributes to improving the skills of teachers, expanding the range of forms of work used by them. Significantly expanded communication, acquired successful experience in overcoming external constraints, there is a mobilization of internal resources of the school, unleashing the potential of individuals, forming temporary or permanent associations of teachers; the positioning of the school at the municipal level is changing, the school is acquiring a new support infrastructure; the nature of school management is changing, the head's vision of ways to develop the organization and management mechanisms is changing. The work is addressed to a wide range of specialists in the field of education.
