Conditions for Improving the Effectiveness of Additional Professional Education of Teachers

The study is devoted to the definition of conditions that ensure an increase in the effectiveness of supplementary professional education of teaching staff. The work consists of an introduction, two chapters, a conclusion, a bibliography and annexes. The first chapter, "Theoretical Bases of Supplementary Professional Education and Its Effectiveness," contains the historical discourse and trends in domestic and international experience in the system of supplementary professional education. The definition of the concepts is given: competence-based approach, the effectiveness of supplementary professional education, a cluster model of professional competencies of a teacher, professional deficits. The second chapter provides a description of the research methodology identifies and systematizes the identified results of a pilot study to identify conditions that provide an increase in the effectiveness of supplementary professional education conducted on a representative sample in the Yaroslavl Region, data from the analysis of an online survey. In the course of the work, based on the results of the study, answers to research questions were formulated, as well as the necessary conditions for increasing the effectiveness of supplementary professional education were identified and determined, possible guidelines were formulated in organizing further research in the problem area under consideration. The results of the study may be useful, first of all, for managers and employees of educational authorities at different levels (regional, municipal and school), whose competence is to make administrative decisions regarding the organization of the system of supplementary professional education for teachers, creating conditions conducive to increasing its effectiveness.
