Conditions for Implementation of PCBL Approach in Education (on the Example of Secondary Schools of Kaluga Region)

The work is devoted to the specific issues of implementation of PCBL approach in education, that affects successful realization of the project, and based on the experience of regional secondary schools. Important criteria for selecting the research topic by the author are, on the one hand, low scale efficiency of projects to change educational process in the regional secondary schools and great potential, whose realization depends on change management process in specific schools, on the other hand, deficiency of information for comprehensive description of the phenomenon of resistance to change from the side of the teaching staff and its impact on implementation of any specific educational approach at school. In this paper, the following tasks are consistently solved: • terminological analysis of the concept of "change" in various sciences and spheres of life, and the main approaches to change management, including those in the context of educational innovations, are presented; • the available classifications of the concept of "change" in relation to the educational sphere, and the PCBL approach in education as a trigger of classified changes at school are described; • a checklist based on K. M. Ushakov's classification of organizational changes to check the changes’ level in each of the sample schools, and the results of the research, conducted by the methods of included observation in the classroom and questionnaires (for school staff and students) in regional secondary schools, are presented. According to the results of the research, the hypothesis was confirmed that success of the implementation of PCBL approach in education in regional secondary schools depends on the consistent movement through levels of organizational changes. Schools that consistently implemented the changes, caused by the implementation of the project: from qualification level to levels of structure and strategy via level of procedures with maintaining necessary time for the changes’ traditionalization, eventually appeared to be model organizations that are ready to share their successful experience. The findings could be useful for school administrations that would join the project of implementing PCBL approach in education, heads of educational authorities, regional and intra-school methodological associations for planning measures to increase the possibility of successful implementation of changes caused by the approach in regional educational organization.
