Technologies are not just the tools that are used to interact with the world but rather they change the ways of the interaction and most importantly the ways of the perception of reality. For many decades the idea of the individual approach was limited to the teacher’s natural timeframe of their work, which means the teacher had the limited ability to control the students’ progress across the curriculum. But today there are many instruments to track and analyze information about the world, including student performance. The variety of information services allows the teachers to conduct real-time evaluations, noticing knowledge gaps, and predicting the further growth path. Before our eyes, it gradually transforms into a truly personalized model of education. It’s worth pointing out that such a model adequately reflects the worldwide trend in creating a smart urban environment, that will become a native environment for our students. The digital educational environment includes all the necessary tools and instruments for tracking student performance and also everything for lesson organization. A digital infrastructure, such as “Electronic grade book” (dnevnik.mos.ru), Moscow E-school (uchebnik.mos.ru) or Web portal School.Moscow, allows the teachers to build communication with the professional community and municipal educational internet projects and also to use personalized analytics to adjust the individual educational environment of each student. Educational authorities now have the ability to see the whole picture of data that allows them to predict and pre-empt future challenges before they ever occurred. Implementation of monitoring and oversight mechanisms in education based on a risk-oriented approach involves a transition from planned testing based on periodic and calendar standards to a differenced determination of the range of objects, orientation, and intensity of the testing depending on the possible probability of developing negative social consequences of the educational activity The most significant problem that is worth noting is that despite the great number of data collected there are no proper ways of analysis and interpretation for better decision making on any level of the educational system (municipality, federal subjects, state). That is why the product that was created as a result of realization of the given project is the digital platform http://datamining.education a web service that allows an educational institution to upload anonymous student data and get all necessary analytics and recommendations on how to use the given results in school management while municipal and regional authorities monitor the subordinate educational institutions. The main goal of the pre-project research is to form an overview of the implemented and developing management models that use big data. This overview will be needed for detecting weaker and stronger points of each of the systems. This platform allows us to come up with an initiative in implementing the best practices in the educational systems of Moscow and Russia.
