The growth of interest in consultancy is explained with the managers are keen to respond quickly, rationally and proactively to complicated rapidly changing conditions of organization development, increase effectiveness of activities, gain relevant arguments for decision making, using data-based management approach. Countries with developed education systems show cases of developed consultancy market of evaluation and improvement education systems. In our country an interest in the consultancy is still forming. The driver of the search for the optimal consultancy center model for educational organizations is the following contradiction. On the one hand, the growth of the quality of education requires the heads of educational organizations to be pedagogical leaders, not only the performance of the functions of administrator. In difficult changing conditions it is necessary to make decisions with long-term social consequences - educational results of school graduates, their chances for continuing education. On the other hand, a typical school principal has limited resources, lacks the necessary competences, there is pressure from education authorities and parents. In such a situation, the search for an effective way of interaction between external professional consultants (individual professionals or firms) and educational organizations becomes urgent, as a result of which managers would be able to get assistance to solve problems and reach urgent development goals, as well as to change and increase the efficiency of their organization and the system as a whole. Project goal: on the results of the pre-project research to describe the model of a consultancy center for schools and state authorities of education control using the data-based management approach. One of the strategic management tools Business Model Canvas by Alexander Osterwalder and Yves Pigneur, which is used to describe the business models of new and existing organizations, is used as a methodology for designing the consultancy center model. Project objectives: identify customer segments; create a value proposition; design points (channels) of customer contact; think through customer relationships; identify the necessary resources; identify core activities; identify key partners; identify core costs; design revenue streams. Project key results: Based on a comprehensive pre-project research, it was fixed that management consulting, as a service, is at the beginning of its life cycle in Russia. The authors built and described the typology of players in the Russian and foreign management consulting market for educational organizations. The specifics of the practice of using consulting services by Russian educational leaders (the dominance of training consulting, commercial consultations mainly on acute, urgent problems with serious consequences for the manager) was fixed. The specifics of the target audience of customers of consulting services - managers of the "new type". The authors presented the Model of the Consultancy Center for Schools and State Authorities of Education Control which focus on Data Based Management. They created an analytical basis for making management decisions to launch the consultancy center and test hypotheses about products on the market.
