Strategies for Developing the University’s Portfolio of Educational Programs: an Economic View of the Problem

The purpose of the work is to find strategies for the development of a portfolio of educational programs of the university. The site for the project is the NArFU branch in Severodvinsk. The current management system of educational programs at the Northern (Arctic) Federal University is analyzed and the current management system of educational programs is described in the paper. As a result of the analysis, a new approach to the management of educational programs is proposed based on the principles of the Markowitz portfolio management theory, and the main strategies for the development of a portfolio of educational programs of the university are described with this approach As the pre-project research, the possible alternative options for managing educational programs were analyzed, a model for managing a portfolio of educational programs based on the principles of the portfolio management theory of Markowitz's theory was proposed. A description of the possibilities and limitations of applying the principles of investment portfolio management to the management of a portfolio of educational programs of a university is given.
